This problem can be resolved by performing the following steps to Remove & Re-Add Follow me Printer: 

1.  Open System Preferences > Printers & Scanners

2. Click on the "Follow Me Printing (Mac)" on the left-hand side of the window.  

3. Click the " - "  symbol at the bottom of that same window.

4.  Next - Open the Manager Application

5.  Under Self Service > My Printers, Select "Execute" next to the Follow Me Printing (Mac) 

6.  Confirm under that Follow Me Printing Mac Re-appears under   System Preferences > Printers & Scanners

7.  Restart the Device and try printing while on the building network.
